What version of conda are you using? I just tried installing with conda
4.8.2 and the dependencies were resolved correctly.

I think there might be a problem: On both Linux and windows if I create an environment with
conda create -n test -c cctbx-dev cctbx python=<python version>
I get (with python 3.5, 3.6, 3.7 and 3.8)

Package python conflicts for: cctbx ->
